The Cyber Intelligence Sharing and Protection Act of 2011 (CISPA), also known as H.R. 3523, is a \u201ccybersecurity\u201d bill in the House of Representatives. While CISPA does not focus primarily on intellectual property (<strong>though that\u2019s in there, too<\/strong>), critics say the problems with the bill run just as deep.\u00a0<\/p>\n<p>As with SOPA and PIPA, the first main concern about CISPA is its \u201cbroad language,\u201d which critics fear allows the legislation to be interpreted in ways that could infringe on our civil liberties. The Center for Democracy and Technology\u00a0<a href=\"https:\/\/www.cdt.org\/blogs\/greg-nojeim\/112cyber-intelligence-bill-threatens-privacy-and-civilian-control\" rel=\"nofollow\">sums up<\/a>\u00a0the problems with CISPA this way:<\/p>\n<blockquote>\n<p><strong>\u00a0\u00a0 \u00a0\u2022\u00a0\u00a0 \u00a0The bill has a very broad,\u00a0almost unlimited definition of the information that can be shared with government agencies\u00a0notwithstanding privacy and other laws;<\/strong><br \/><strong>\u00a0\u00a0 \u00a0\u2022\u00a0\u00a0 \u00a0The bill is likely to lead to expansion of the government\u2019s role in the monitoring of private communications as a result of this sharing;<\/strong><br \/><strong>\u00a0\u00a0 \u00a0\u2022\u00a0\u00a0 \u00a0It is likely to shift control of government cybersecurity efforts from civilian agencies to the military;<\/strong><br \/><strong>\u00a0\u00a0 \u00a0\u2022\u00a0\u00a0 \u00a0Once the information is shared with the government, it wouldn\u2019t have to be used for cybesecurity,\u00a0but could instead be used for any purpose that is not specifically prohibited.<\/strong><\/p>\n<\/blockquote>\n<p>The Electronic Frontier Foundation (EFF)\u00a0<a href=\"https:\/\/action.eff.org\/o\/9042\/p\/dia\/action\/public\/?action_KEY=8444\" rel=\"nofollow\">adds<\/a>\u00a0that CISPA\u2019s definition of \u201ccybersecurity\u201d is so broad that \u201cit leaves the door open to censor any speech that a company believes would \u2018degrade the network.\u2019\u201d<\/p>\n<p>Moreover, the inclusion of \u201cintellectual property\u201d means that companies and <strong>the government would have \u201c<em>new powers to monitor and censor communications for copyright infringement.<\/em>\u201d<\/strong><\/p>\n<p>Furthermore, critics warn that <strong>CISPA gives private companies the ability to collect and share information about their customers or users with immunity<\/strong> \u2014 meaning we cannot sue them for doing so, and they cannot be charged with any crimes.<\/p>\n<p>According to the EFF, CISPA \u201c<em>effectively creates a \u2018cybersecurity\u2019 exemption to all existing laws<\/em>.\u201d<\/p>\n<blockquote>\n<p>\u201c<em>There are almost no restrictions on what can be collected and how it can be used, provided a company can claim it was motivated by \u2018cybersecurity purposes.<\/em>\u2019\u201d the EFF continues.<\/p>\n<p>\u201c<em><strong>That means a company like Google, Facebook, Twitter, or AT&amp;T could intercept your emails and text messages, send copies to one another and to the government, and modify those communications or prevent them from reaching their destination if it fits into their plan to stop cybersecurity threats.<\/strong><\/em>\u201d<\/p>\n<\/blockquote>\n<p>Read the full text of CISPA\u00a0<a href=\"http:\/\/thomas.loc.gov\/cgi-bin\/query\/z?c112:H.R.3523:\" rel=\"nofollow\">here<\/a>, or the full official summary at the bottom of\u00a0<a href=\"http:\/\/www.govtrack.us\/congress\/bills\/112\/hr3523\" rel=\"nofollow\">this page<\/a>.<\/p>\n<p><a href=\"http:\/\/www.digitaltrends.com\/web\/watch-out-washington-cispa-replaces-sopa-as-internets-enemy-no-1\/\">Read More<\/a><\/p>\n<h2><strong><a href=\"http:\/\/www.avaaz.org\/en\/stop_cispa\">SIGN THE PETITION TO SAVE THE INTERNET FROM CISPA<\/a><\/strong><\/h2>\n<\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>occupyallstreets: CISPA Replaces SOPA As Internet\u2019s Enemy No. 1 (Must Read) The Internet has a new enemy.
